My name is Max Harleman and I am an Assistant Professor of Public Administration at Georgia College and State University. I am an expert in energy and environmental policy, policy analysis, and public finance. My current research explores the issues of environmental justice, resilient energy economies, and the remediation of environmental hazards.

My research produces credible estimates of the costs and benefits of energy and public infrastructure development, and documents how they are distributed across geographies, jurisdictions, and demographic groups. I use statistical and geospatial tools to create novel datasets containing measures of human health, environmental quality, real estate investment, and public finances. I apply quasi-experimental research designs using econometric techniques to document the magnitude and form of the costs and benefits, and use my findings to recommend policies that are both equity and welfare enhancing. 

I earned my PhD from the University of Pittsburgh’s Graduate School of Public and International Affairs in April 2021. I am a Returned Peace Corps Volunteer (Grenada, '13 -'15).
